Legislators should avoid splurging in state budget

The governor’s proposed new budget shows more money available, but legislators should resist the temptation to ramp up programs. Legislators should instead use the additional tax receipts to pay off past borrowing, create a real reserve and take other steps to help stabilize state finances long-term.
