BEST NET Consortium

The Business-Personnel Educational Software Technology and Network Consortium (BEST NET) was formed on July 1, 2003 as a result of combining the San Bernardino County Educational Technology Joint Powers Authority (JPA) and the San Bernardino County Computer Consortium into one organization. BEST NET provides two primary services: (1) financial and personnel software application support to all 37 school districts in San Bernardino County, five community colleges, the Virtual High Tech High program, and Inyo and Mono County Offices of Education and (2) Wide Area Network (WAN) connectivity and support.

The BEST NET software is a complete, integrated package consisting of business and personnel components for all member districts. These components consist of:

  • Personnel processing automated through Position Control and integrated to Payroll and Budget;
  • Payroll processing, automated through Position Control and Personnel;
  • Budget and Budget Development processing automated through Position Control and integrated to the Standardized Account Code Structure (SACS);
  • Commercial warrant processing, automated through electronic audit county controls;
  • General Ledger processing including cash, journal, and receivables processing;
  • Site-based Purchasing/Stores inventory and Fixed Asset processing integrated to the General Ledger.

BEST NET also provides all necessary hardware to run the above applications through a centralized processing operation housed at and accessible through the San Bernardino County Superintendentís Office using the industry standard application service provider (ASP) model.

BEST NET member districts share in the cost of services based on a payment schedule and fee structure established by the BEST NET Executive Committee.

The BEST NET WAN is a utility that transports Internet access, e-mail, financial/personnel data, and curriculum content to member district administrative and classroom environments. The WAN central equipment is housed in the San Bernardino County Superintendent of Schools administrative offices in San Bernardino. The Internet pipeline, the Internet filtering system, and the electronic mail system are managed and maintained by the San Bernardino County Superintendent of Schools Information Technology staff on a fee for service basis.

CIPA requires that each agency employing filtering to protect children verify that its implementation and policies are compliant with CIPA. A filtering solution alone does not guarantee compliance with CIPA. To the best of our understanding of CIPA we are compliant with it.
