Sample Board Resolution

The District shall require prospective bidders on public works projects, as such terms are defined in the Public Contract Code, with an estimated cost of $ Xor more, to furnish sufficient proof of minimum public works experience. Such minimum experience must consist of responsibility for the successful completion of at least two public works projects with an actual cost of construction totalling $ 75% of X cumulative average or more, completed in the state of California, during the past 7 years. Any bid submitted without meeting the minimum experience requirement shall be rejected.

Along with proof of the minimum experience requirement, the prospective bidder shall provide answers to questions contained in a standard form questionnaire and financial statement. When completed, the questionnaire and financial statement shall be certified under oath by the bidder in the manner in which pleading in civil actions are verified.

The District shall adopt and apply a uniform system of rating prequalified bidders on the basis of the standard questionnaire and financial statements.

When the standard questionnaires and financial statements are used, a report identifying the prequalified bidders by type and size of contract shall be submitted to the Board of Education for approval.

The questionnaires and financial statements are not public records and not open to public inspection.

Questionnaires and financial statements approved by the Board of Education shall be valid for no more than twelve months. Notwithstanding, for any given project the District may require all prequalified bidders to submit a new or revised questionnaire and financial statement if deemed necessary or desirable.
