Oversight Board

The California Supreme Court decision upholding ABX1 26 rendered Redevelopment Agencies (RDA) dissolved as of February 1, 2012. This legislation created successor agencies and oversight boards to administer the finances and wind down the activities of the dissolved RDAs. The San Bernardino County Superintendent of Schools has one appointed position on each of the 26 dissolved RDAs throughout San Bernardino County.

In addition to the SBCSS appointment, each seven-member oversight board has an appointee from the county board of supervisors, the mayor of the city that formed the RDA, the largest special district by property tax share within the RDA boundaries, the Chancellor of the California Community Colleges, a representative of employees of the former RDA, and a member of the public to be appointed by county board of supervisors.

Oversight boards are fiduciaries for former RDA obligations and taxing entities that receive pass-through payments and excess revenues. Board members serve without compensation and are subject to Ralph M. Brown Act, the California Public Records Act, and the Political Reform Act of 1974.

On March 27, 2013, the San Bernardino County Superintendent of Schools provided free training to assist members of RDA Oversight Boards, District Superintendents, and Chief Business Officials in overseeing RDA dissolution.
