Joint Powers Authority (JPA)

Southern California Schools Risk Management (SCSRM) and Southern California Schools Employee Benefits Association (SCSEBA) are two Joint Powers Authorities (JPAs) designed for Schools and Community Colleges formed pursuant to the Government Code of the State of California. The Superintendent of Schools serves as fiscal agent for both JPAs which are governed by and for member districts. Joint Powers Authorities allow districts that become members an opportunity to pool their financial resources to provide better insurance coverage at a more affordable cost.

SCSRM was established to provide self-insurance programs to public educational agencies in the area of property, liability and workersí compensation insurance coverage. ROP programs, school and community college districts are provided with excellent programs and ancillary services in the area of Risk Management by SCSRM.

Those districts needing employee benefit packages are encouraged to participate in SCSEBA. Medical, dental, vision, life and supplemental benefit packages and services designed to enhance the districts benefits program.

Membership is open to Southern California schools, community colleges and ROP programs.
