Business Advisory Services

Business Advisory Services is the San Bernardino County Superintendent of Schools office's primary contact with the chief business officials (CBOs) of the school districts and community college districts in the county. The department serves as the intermediate agent and district advocate with the California Department of Education. Selected staff function as deputies for the County Superintendent of Schools office in the review and approval of financial and budgetary related reports.

Staff provides advisory services to district personnel in areas such as the review and analysis of proposed and chaptered legislation and in preparation of a variety of schedules and reports of district fiscal and budget information. Staff work directly with district staff in both our office and on-site at the district offices throughout the county on matters related to all areas of school finance.

In another capacity, Business Advisory Services staff provides the statutorily required monitoring function which is designed to assure that no district becomes fiscally insolvent. These statues, typically referred to as AB 1200, place certain reporting requirements on school districts while also specifying the actions to be taken by the County Superintendent of Schools when it appears that a district may become fiscally insolvent.

In addition to the duties identified above, this department also provides detailed spreadsheets in areas directly affecting school district budgets and fiscal reports, such as revenue limit calculations, monthly state aid apportionment projections for cash flows, weekly cash balances, daily interest calculations, bonding capacities, and state budget projections for the Governor's January and May proposals and the final state approved budget. Other staff duties include processing school district attendance reports, K-3 class size reduction reports, J-7 attendance waiver requests, and constitutional advances (temporary loans). Other services include distribution of state and federal apportionments, wire transfers, and review and posting of budget adjustments which increase or decrease district budget projections.
