San Bernardino County Board of Education

San Bernardino County has a five-member Board of Education. Trustees are elected to serve a four-year term, with each trustee representing one of five distinct areas in the county.

Function of the County Board of Education

    The Board establishes policy, adopts an annual budget, approves building plans, and hears student expulsion or interdistrict transfer appeals. Action can be taken only when the Board is in formal session with a majority of its members present. Individual trustees have no power to act in the name of the entire Board.

The Superintendent

The chief administrative officer of the San Bernardino County Superintendent of Schools is Dr. Gary S. Thomas, who executes the policies established by the County Board of Education. The County Superintendent is an elected four-year position.

Public Comment

Members of the public are encouraged to participate in the deliberation of the Board of Education. A member of the public may address the board: (1) on an agenda item before or during the Board's consideration of the item, and (2) on any matter not on the agenda that is within the subject matter jurisdiction of the Board at the time provided on the agenda for Matters Brought by Citizens provided the person submits to the Recording Secretary, a Registration Card to Address the Board.

Closed Session

The Board may recess to closed session to discuss litigation and student expulsion appeals. Education Code Section 35146 and Government Code Section 54957 provide for closed sessions. Any action taken in closed session, as allowed by law, must be reported at that meeting or the next public meeting of the County Board of Education.

Meetings

    Regular meetings of the Board of Education are open to the public and normally are held the first Monday of each month or as posted 72 hours in advance, in Board Rooms A-B of the
    Roy C Hill Education Center, unless otherwise noted on the Board Calendar. When a legal holiday occurs on a regular meeting date, the meeting is delayed one day.
